Phosphor will degrade in the presence of water. Phosphor can be mixed with a clear varnish, clear coat, etc to create a paint.
Phosphor must be charged with light before use. The shorter the wavelength, the faster the charging since shorter wavelengths contain higher photon energy.
Infrared light will release the charged phosphor resulting in emission of visible green light. Once phosphor has released its energy, it must be charged again.
